Delaware in Clarkson's state workbook, and what students nearby should know
Clarkson College's 2026-27 workbook gives Delaware the same Does Not Meet Requirements answer for graduate nursing, for CRNA and for RN-BSN, so no Clarkson graduate track, NP or otherwise, is presented as meeting Delaware's requirements. This guide unpacks that answer for three groups: Clarkson students living in neighboring Maryland, Pennsylvania or New Jersey, enrolled students eyeing a move to Delaware, and Delaware nurses comparing programs.

Clarkson's licensing link for Delaware opens the nursing board page run by the state's Division of Professional Regulation. Delaware also sat in the catalog sentence, printed from 2018-19 to 2023-24, naming states whose residents Clarkson could not take into graduate nursing, so today's answer continues a long-standing position. The workbook guide lines Delaware up with the other 11 states.
Delaware asks a lot of programs based elsewhere
Delaware's Board sorts nobody by degree level: its clinical standards reach every nursing education program. An out-of-state school owes the Board advance word before its first student sets foot in a Delaware facility. It then sends proof of home-state approval or national accreditation; its signed contracts with the Delaware agencies involved; its qualification standards for clinical teachers and preceptors; the name and site of each of those people; and copies of their licenses, Delaware or multistate.
Board sign-off on the facility itself comes before students arrive, and the Board may send someone to look. Delaware's rules describe a preceptor as a licensed nurse with at least a BSN, and they expect online-program faculty teaching on site in Delaware to hold licensure matching or exceeding the role the student is working toward. Clarkson has not tied its answer to any of this, so read these rules as context, not as Clarkson's explanation.
ChristianaCare, Bayhealth, Beebe and the state line
Delaware nurses tend to know three adult systems by name, ChristianaCare, Bayhealth and Beebe Healthcare, along with Nemours Children's Health, the pediatric system that keeps its Delaware hospital in Wilmington and runs sites in other states too. The population splits three ways: the Wilmington end of the greater Philadelphia metro (roughly 588,000 Delawareans), the Dover metro (under 200,000), and the Seaford area farther south (around 277,000).
Because the Philadelphia metro spills across four states, plenty of nurses cross the line daily. If you are a Clarkson NP student in southeastern Pennsylvania, northeastern Maryland or South Jersey, keep your precepted hours at home: all three states read Meets, and the preceptor's license has to match the state where you train. Maryland adds one limit from Clarkson's November 2023 clinical sheets, since physician assistants cannot precept Clarkson NP students there. See Maryland, Pennsylvania and New Jersey.
Compacts and practice: where Delaware stands
Delaware entered the Nurse Licensure Compact when it first took effect, Jan. 19, 2018, alongside Nebraska; a Nebraska-issued multistate RN license therefore already reaches Delaware patients. Delaware also wrote the APRN Compact into law on Aug. 4, 2021; the compact itself does nothing until a seventh state joins. AANP places Delaware in the full practice column.
None of those facts moves Clarkson's answer. A license where you train is one condition for a Clarkson clinical; a Meets answer for the state is another, and Delaware lacks it. The license guide explains how Clarkson ties the two together.

Questions Clarkson students ask
Can a Delaware nurse practitioner precept me if I live in Maryland?
Only for a clinical held in Maryland, with a license valid there. Clarkson ties the preceptor's license to the clinical's location, and the 2026-27 workbook marks Delaware Does Not Meet, so a Delaware site is off the table unless your program says otherwise in writing. In Maryland itself, remember that PAs cannot precept Clarkson NP students.
Does Delaware's APRN Compact help Clarkson students?
Not at present. Delaware's 2021 law joining the APRN Compact waits on enough other states before it has any effect, and once active it would cover APRN licenses rather than whether a school's program meets Delaware's requirements. Clarkson's workbook still reads Does Not Meet for Delaware on every nursing tab it publishes for graduate study.
Why is Delaware harder for an online program than some neighbors?
Delaware's Board asks out-of-state programs to notify it before using a Delaware facility, file agency agreements plus faculty and preceptor names with license copies, and wait for facility approval before assigning students. Clarkson has not published why it marks Delaware Does Not Meet, so treat those rules as background rather than Clarkson's stated reason.
I work at a Delaware hospital but live in Pennsylvania. Can my employer host my clinicals?
Not at a Delaware site: the 2026-27 workbook marks Delaware Does Not Meet, so your hours belong in Pennsylvania with a Pennsylvania-licensed preceptor. If your employer also runs Pennsylvania locations, a unit outside your own department could qualify, since Clarkson accepts workplace clinicals when students train away from their usual department and keep work and clinical hours apart.
