New Hampshire: Meets in 2024, Does Not Meet since 2025
Of the 12 states Clarkson College marks Does Not Meet for graduate nursing, New Hampshire is the only one whose answer flipped recently. Clarkson's October 2024 disclosure said Meets Requirements for Graduate Nursing and CRNA; the October 2025 file and the 2026-27 workbook say Does Not Meet. On the current RN-BSN tab, New Hampshire reads Does Not Meet as well, one of 43 states with that answer. For a licensing contact, Clarkson links the state's nursing board, which sits within New Hampshire's OPLC.
One contrast with others on the list: New Hampshire never appeared in the older catalog sentence, printed from 2018-19 through 2023-24, that barred graduate nursing applicants from a named group of states. Its Does Not Meet answer dates from the 2025 file. The state authorization page tracks every change between versions.

Our research found no Clarkson statement about students already living in New Hampshire when the 2025 file appeared. Clarkson does publish the machinery. Policy OG-33 takes your location from the permanent home address in MyCC at initial enrollment, Clarkson reviews its determinations at least once a year, and a student whose new address lands in a Does Not Meet state gets an individual written notice within 14 calendar days.
If New Hampshire is your address of record, put the question to your program director in writing: what does the change mean for your remaining clinical courses, and where can their hours happen? Keep the reply. Anyone planning a move into the state needs the same talk first, since Clarkson links moves into unauthorized states with aid problems and, at worst, an unfinished degree.
What New Hampshire's Board actually regulates
The Board's distance-education rule, Nur 602.15(j), speaks to schools preparing students for a first license. When such a school from another state places students in New Hampshire, it tells the Board of its plans in advance, files a yearly Form A petition, gives six weeks' notice of every rotation on a Part B placement form, and sends in a Clinical Preceptor Agreement per preceptor. Post-licensure study, RN-BSN and RN-MSN among the examples, is listed on the OPLC site as unregulated by the Board.
A wrinkle for close readers: one published copy of the rule carries a Jan. 23, 2026 expiration, although OPLC referred to it in January 2026, and whether it was readopted remains unconfirmed. None of this is offered as Clarkson's reasoning; it is the state's half of the picture.
Dartmouth, Manchester and the three open borders
The state's biggest name is Dartmouth Health, the parent of Dartmouth Hitchcock Medical Center. Catholic Medical Center belongs to HCA Healthcare, Concord runs a hospital system of its own, and in July 2025 the boards of SolutionHealth's two founders, Elliot Health System and Southern New Hampshire Health, proposed unwinding that partnership. Close to 459,000 people live on the New Hampshire side of the Boston metro, and about 433,000 in Manchester-Nashua.

Why did Clarkson change New Hampshire to Does Not Meet?
Clarkson has not published a reason. The record shows only the sequence, identical on the Graduate Nursing and CRNA tabs: Meets in the Oct. 4, 2024 file, then Does Not Meet in October 2025 and in the 2026-27 workbook. Your program director can explain what it means for your plan.
I started Clarkson's FNP track while living in New Hampshire. Can I keep going?
Ask your program director now rather than at registration. No published Clarkson rule addresses students who enrolled before the 2025 change. Policy OG-33 ties your location to the permanent address in MyCC and requires Clarkson to review determinations yearly, so get a written answer on where your remaining clinical hours may take place.
I live in Vermont. Can I train at a Dartmouth Health site in New Hampshire?
Aim for Vermont instead. New Hampshire has been Does Not Meet since the 2025 file, and a Clarkson preceptor must be licensed by whichever state hosts the clinical. Southwestern Vermont Medical Center, a Dartmouth Health member on the Vermont side, is one example of a hospital to approach through its own student process. Vermont's Board adds that PAs may not precept APRN students.
Is New Hampshire on Clarkson's old list of excluded states?
No. The 2018-19 to 2023-24 catalogs named the states whose residents Clarkson could not enroll in graduate nursing, and New Hampshire was not one of them. It read Meets in October 2024; Does Not Meet arrived with the October 2025 disclosure and carries into the 2026-27 workbook.
