California: marked Meets, yet outside NC-SARA
Clarkson College's 2026-27 workbook marks California Meets Requirements for Graduate Nursing, while a footnote on the same sheet says every state is covered under NC-SARA except California. Add California's rule that a visiting NP program must first win approval from the state's Board of Registered Nursing (BRN) before its students train there, and your first move is plain: get a written answer from your program before you enroll or contact a California preceptor.

Clarkson's state authorization page adds a third voice. Through NC-SARA and other state authorizations, it says, Clarkson "is currently authorized to offer online education in all 50 states, commonwealths, and territories," while another line on the page speaks of "authorization in dozens of states." Research found nothing from Clarkson explaining its California authorization.
Taken together, the sheet calls California a Meets state while telling you the reciprocity that covers every other state stops at its border. Ask your program director to confirm in writing that California residents can enroll in your track and complete clinicals in the state. Clarkson reads your state from the permanent address in MyCC under Policy OG-33, so a move to California mid-program starts with the same conversation. The Board of Registered Nursing's approval step
California's BRN regulates visiting NP programs directly. Its rule, section 1486 in Title 16 of the state's regulations, keeps an NP program from another state from placing anyone in a California clinical until the Board has approved it. Approval carries conditions: preceptors who satisfy the Board, NONPF and AACN standards for NP education, and instruction in California's own NP law, from Business and Professions Code sections 2836.1 and 2835.7 to the standardized procedure rules.
The application begins on a BRN form titled Verification of Clinical Practice Experience, and the Board votes on it at a meeting; afterward, the program retains an NP Program Preceptor form covering each preceptor it uses in California. Its category list covers Family, Adult-Gero Primary and Acute, and Psych/Mental Health, matching all three Clarkson tracks.
Research found no record of whether Clarkson holds this approval, so add that question to your written request to the program.
Licensing: California stands outside both compacts
California sits outside the RN compact, with no bill pending to join, and outside the APRN Compact too, so a multistate license from Nebraska or anywhere else ends at the state line. The same BRN rule makes an active California RN license a precondition for any clinical work a visiting NP student does in the state, and California NP certification later builds on that license (see the RN license guide).
Each preceptor must hold an active California license in their own field and qualify in your NP population. The regulation gives the program three duties: orient the preceptor, have faculty evaluate the preceptor at least biennially, and define the role in a written agreement to which the agency, the preceptor and the program are all parties. Clarkson layers its own rules from the preceptor requirements page over those.
AANP ranks California as restricted; in some settings an NP must work under a standardized protocol agreement, and that law is part of what visiting programs teach.
Where California NP students look, and the flight to Omaha
Most students look in four big metros: Los Angeles, San Diego, San Francisco-Oakland and Riverside-San Bernardino. Kaiser Permanente runs separate Northern and Southern California regions. University of California Health spans six academic centers, UCSF Health and UCLA Health among them. Sutter Health serves Northern and Central California, alongside Stanford Health Care, while Cedars-Sinai is in Los Angeles. Each system writes its own rules for students.

Is Clarkson's online NP program open to Californians?
Clarkson's 2026-27 workbook says Meets for Graduate Nursing in California, but its own footnote places California outside NC-SARA, and the BRN must approve any visiting NP program before its students train in California. Ask the program to confirm in writing that your track accepts California residents and clinicals there.
What does being outside NC-SARA mean for a Clarkson student?
NC-SARA is the reciprocity agreement Clarkson relies on to offer online education in other member states. Clarkson's footnote names California as the one state it does not reach, while Clarkson's web page still describes authorization in all 50 states. Ask the program how California is handled for your track.
Does a compact RN license work for clinicals in California?
No. California has stayed out of the RN compact, and under section 1486 a visiting NP student trains in California only while holding an active California RN license. Apply well before your first clinical course, because the license has to be in hand when your hours begin.
Is the Clarkson RN to BSN available in California?
Clarkson's RN-BSN tab marks California Does Not Meet Requirements, carrying the same NC-SARA footnote. That tab reads Meets in only seven states, none of them on the West Coast. Raise it with the program before applying.
