Illinois's five-part filing for out-of-state programs
Section 1300.340(n), in title 68 of the Illinois Administrative Code, names five items a school from another state files to seek clinical placement for its students in Illinois: a request letter giving dates, agencies and units; the course syllabus; its executed contract with the facility; faculty qualification and preceptor forms; and evidence of approval or accreditation from its own state board. Approval lasts two years, renews, and brings yearly reports.
Two cautions. Because the text lives among Illinois's RN program-approval provisions, it leaves open whether a graduate NP program is covered at all, and it expects the program's nursing faculty to hold Illinois RN licenses. Settling that with IDFPR is Clarkson's job; yours is to confirm with your Graduate Nursing advisor before an Illinois site signs.
One more wrinkle: section 50-15(b)(10) of the Nurse Practice Act (225 ILCS 65) exempts out-of-state-licensed RNs studying in graduate or bachelor's completion programs "in this State." Clarkson is based in Nebraska, so the safer footing is an Illinois RN license, which Clarkson's own rule points to anyway.
Reduced practice, and what it means for your preceptor
AANP files Illinois under reduced practice. Some Illinois NPs work under a physician collaborative agreement, depending on setting; prescribing certain Schedule II drugs or benzodiazepines calls for that agreement or for a combination of practice and CE thresholds plus a consultative relationship. An NP preceptor working under such an agreement still has to meet Clarkson's conditions, from two years of experience to an Illinois license; see the preceptor requirements page.
Illinois does reward precepting in one way. For each APRN student precepted across a full semester or quarter, the APRN may count 10 CE hours toward renewal; the ceiling is 30 hours a renewal cycle, and the school must supply the proof. The rule as recorded is not limited to Illinois programs, but a preceptor should confirm with IDFPR before relying on it.

By 2025 Census estimates, roughly 8.7 million residents of the state live in the Chicago-Naperville-Elgin metro, the St. Louis metro's Illinois share is some 672,000, and Peoria and Rockford hold about 364,000 and 337,000.
Licensing: why an Illinois RN license matters
Illinois has no Nurse Licensure Compact membership, and NCSBN records no bill to join, so a multistate license from elsewhere carries no privilege on Illinois patients. Clarkson wants your RN license effective where the clinical happens, which here means an Illinois license; the RN license guide has the wording. Illinois has not enacted the APRN Compact either, so your preceptor's license and your own NP license later are Illinois-issued.

Can I do Clarkson College's online PMHNP from Chicago?
Yes. Illinois reads Meets on the Graduate Nursing tab of the 2026-27 workbook, which covers the PMHNP as it does every other NP track. After NRS 830, PMHNP students need a psychiatrist or PMHNP as preceptor, plus 50 hours in NRS 856 with a licensed master's-prepared therapist; the PMHNP track guide has the details.
Does Illinois require a filing before a Clarkson student's clinicals?
Possibly. Section 1300.340(n) asks out-of-state schools seeking Illinois clinical placements for a five-item filing that earns a two-year approval, but because it sits among the RN program rules, whether it reaches graduate programs is unclear. That question belongs to Clarkson, so ask your Graduate Nursing advisor before an Illinois site signs.
Is there anything in it for an Illinois preceptor?
Continuing education. An Illinois APRN earns 10 renewal CE hours per APRN student taught over a semester or quarter, with 30 as the cap each cycle and the school documenting it. A quick check with IDFPR tells the preceptor whether a Clarkson rotation counts.
Can I train in St. Louis or northwest Indiana instead?
Missouri and Indiana both read Meets in Clarkson's workbook, so they are possible, but the license rules follow the clinical: you need an RN license effective in that state and a preceptor licensed there.
