North Carolina residents in Clarkson College's NP programs
Clarkson College's 2026-27 state workbook marks North Carolina Meets Requirements for Graduate Nursing, so you can enroll in an online FNP, AGACNP or PMHNP track and complete your clinical hours in the state. North Carolina once sat on Clarkson's list of states it could not enroll from, and its restricted practice law shapes who precepts, so both deserve a look before you start.

Once excluded, now open
Starting with the 2018-19 catalog, Clarkson printed a list of states whose residents its graduate nursing programs could not enroll. North Carolina was on it in 2018-19 and 2019-20, then disappeared from the 2020-21 edition onward, years before Kentucky, Massachusetts and Wisconsin, which stayed until Clarkson retired the whole list in 2024-25.
The upshot is simple. If an older catalog told you North Carolina was closed to Clarkson's graduate programs, that answer is several years stale, and the current workbook reads Meets.
Restricted practice, and what it means for preceptors
The AANP puts North Carolina among the restricted practice states. An NP's tie to a physician there is a permanent feature of practice rather than a phase, and NPs are licensed by a Joint Subcommittee on which both the Board of Nursing and the Medical Board sit.
Practically, any NP you ask to precept you works alongside a named physician, and that physician can precept you in their own right when the specialty fits. Clarkson counts MDs and DOs as preceptors for FNP and AGACNP students and psychiatrists for PMHNP students. Each preceptor needs a North Carolina license and two years of experience, with the full list on the preceptor requirements page.
What the NCBON says about graduate clinicals
Rule 21 NCAC 36 .0233 covers a different student from you. It governs unlicensed students of programs based elsewhere: the North Carolina agency hosting them, through its top nurse administrator or an RN designee, files with the Board 30 or more days before day one. The NCBON also states that RN-BSN programs, post-licensure master's programs and doctoral programs, whether based in North Carolina or not, lie beyond its reach.
Two further points from the NCBON's education FAQ do apply to licensed graduate students. If your license is neither North Carolina's nor multistate, the Board's Licensure Department, reached through a form on its site, sets out what you need before clinicals. And with the state in SARA since June 2016, the Board says students of a SARA-approved school may qualify for clinical placements in North Carolina; Clarkson belongs to NC-SARA.
Licensing, and the lines around North Carolina
Clarkson requires an unencumbered RN license effective where your clinical takes place. North Carolina's compact status dates from Jan. 19, 2018, so a multistate license issued there covers you at home and in other compact states. The APRN Compact, a separate pact for advanced practice nurses, has no North Carolina enactment. Clarkson's rule is laid out on the license page.
The borders split. Of the Charlotte-Concord-Gastonia metro's roughly 2.9 million people, about 454,000 live in South Carolina, which Clarkson's workbook also marks Meets, as it does Virginia to the north. Where North Carolina students look, and why they choose us
Raleigh-Cary counts roughly 1.6 million people, and the North Carolina share of greater Charlotte nears 2.5 million; Greensboro-High Point, at 806,000 or so, and Winston-Salem, at 712,000 or so, round out the largest. Systems on NP students' lists run from Atrium Health, part of Advocate Health, to UNC Health, Duke Health, ECU Health and Novant Health. Their student processes are their own, and none of them is a Clarkson route.

Questions Clarkson students ask
Must the NCBON sign off before my Clarkson hours start?
Not under its out-of-state rule, which is aimed at students who hold no license, and the Board treats post-licensure graduate and doctoral study as beyond its reach. With a North Carolina or multistate RN license in hand, your approvals come from Clarkson: preceptor and site approval before registration, plus any affiliation agreement a site requests through the Compliance office.
My RN license is single-state from outside North Carolina. What do I do?
Ask the NCBON. Its education FAQ points graduate students in exactly that position to the Licensure Department, which explains what is needed to finish clinicals in the state. Clarkson separately wants your license effective where you train.
Is a site on the South Carolina side of greater Charlotte an option?
South Carolina reads Meets in Clarkson's workbook, so it is possible. The preceptor needs a South Carolina license, and your RN license must be effective there; a North Carolina multistate license generally is, as both states are compact members. Your permanent address still decides which state answer Clarkson applies to you, and Clarkson must approve the site.
Can the supervising physician behind my NP preceptor also precept me?
For FNP and AGACNP students, yes, if the physician practices in an area that fits the course and meets Clarkson's two-year and license rules. Every provider you see patients with goes on the agreement, and more than two preceptors in one course needs written faculty approval. PMHNP courses need a psychiatrist.
