North Dakota: Meets for graduate nursing, with a footnote
Clarkson College's 2026-27 workbook marks North Dakota Meets Requirements for Graduate Nursing and RN-BSN but Does Not Meet for CRNA, and it flags the graduate row with a note telling you to contact your program. The graduate answer has flipped twice since 2024. Get the program's answer in writing, then allow lead time: North Dakota's Board collects paperwork from out-of-state NP programs every semester.

North Dakota is the only state where Clarkson's graduate nursing and nurse anesthesia tabs disagree.

Clarkson never explains the split, and the asterisks also appear, undefined, on the Undergraduate Nursing tab and three non-nursing tabs. For an MSN, certificate or DNP student, "your program" means your Graduate Nursing advisor and program director. Nurse anesthesia applicants should ask the nurse anesthesia program directly.

Earlier still, Clarkson's catalogs from 2018-19 through 2023-24 put North Dakota on a list of states whose graduate nursing students it could not enroll; since 2024-25 the catalogs name no states. If you heard during 2025-26 that North Dakota was closed, ask again, because the August 2026 file reversed that. Program directors revisit these answers at least yearly, so recheck the current workbook each term. Moving to North Dakota mid-program? The North Dakota Board's paperwork for visiting NP programs
Clarkson gives no reason for its footnote, but North Dakota's rules show why an NP clinical there needs coordination. The Board's recognition process for distance programs defines its students as those bound for LPN, RN or APRN licensure, so NP programs fall inside it. A program requests recognition 60 days before any student starts, pays a yearly graduate-program fee, and shows its NC-SARA approval or, failing that, authorization from the state's higher education board.
Every semester, before anyone begins, the program sends the Board:
- a roster of its students, each with a license North Dakota honors
- the host facilities, matched to courses
- every preceptor and faculty member by name, each with a resume and a license good in North Dakota
- copies of its affiliation agreements
- each facility's own confirmation that space exists for the student
With that notice on file, state law lets the students train, "contingent upon clinical site availability" (NDCC 43-12.1-04(12)). Every filing is Clarkson's, but each draws on details you supply through the site and preceptor agreement, so your preceptor's resume and license and the facility's legal name need to reach your advisor early. RN to BSN study falls outside what the Board describes.
Practice, systems and licenses in North Dakota
AANP lists North Dakota as full practice. Its APRN Compact enactment, dated March 9, 2021, is the earliest on NCSBN's 2024 map, yet nothing happens until seven states have joined. On the RN side, North Dakota has been a compact state since Jan. 19, 2018, so a multistate license covers your clinical hours.
NP students here mostly search Fargo, Bismarck, Grand Forks and Minot. Sanford Health operates Sanford Broadway Medical Center in Fargo and Sanford Medical Center Bismarck; CommonSpirit's CHI St. Alexius Health is in Bismarck too. Grand Forks has Altru Health System, Minot has Trinity Health, and Essentia Health has a Fargo presence. Each handles student requests on its own terms.
The Fargo and Grand Forks metro areas both cross into Minnesota, a non-member of the RN compact, so a clinic on the Minnesota side means adding a Minnesota RN license; the RN license guide covers that case. Research found no North Dakota preceptor incentive.

Can I enroll in Clarkson's online FNP program from North Dakota?
The 2026-27 workbook marks North Dakota Meets for Graduate Nursing, which covers the FNP. The same row carries a footnote asking you to contact the program, and the answer was Does Not Meet a year earlier. Ask the program before enrolling, and get its answer in writing.
Why does Clarkson mark North Dakota Meets for graduate nursing but not for CRNA?
Clarkson has not published a reason. Both rows point to the same contact-your-program footnote, and both read Does Not Meet in the October 2025 version before the graduate row changed back. North Dakota applicants to nurse anesthesia should raise it with that program first.
Is there anything I must send North Dakota's Board myself?
No filing falls to you; recognition and the semester packets are Clarkson's. What you bring is an RN license North Dakota honors, whether issued there or multistate, plus your preceptor's resume, license and site details, delivered to your advisor early enough for Clarkson to meet the Board's timing.
Is Clarkson's RN to BSN open to North Dakota nurses?
On the current workbook, yes. North Dakota moved from Does Not Meet to Meets on the RN-BSN tab in the 2026-27 file, joining a list of just seven states. North Dakota's distance recognition is written around students working toward a first LPN, RN or APRN license, so an RN to BSN practicum sits outside it as described.
