Oregon: an open door at the Board, Does Not Meet at Clarkson
Since 2021, NP programs from other states have had no Oregon Board permission to seek before placing students, yet Clarkson College's 2026-27 workbook still marks Oregon Does Not Meet Requirements, and not only on the Graduate Nursing tab: the CRNA and RN-BSN tabs agree. The two statements answer different questions, and for a Clarkson student it is Clarkson's answer that governs. This guide sorts them out for Portland-area nurses, Clarkson students in Washington or Idaho, and anyone planning a move.

Clarkson's licensing link for Oregon is the Oregon State Board of Nursing. Oregon also turned up on the older catalog sentence, printed in every edition from 2018-19 to 2023-24, listing states whose graduate nursing applicants Clarkson could not enroll. What Oregon's Board says, and why it does not settle things
Oregon once made non-Oregon NP programs clear each student's practicum with the Board in advance. The repeal of that requirement (OAR chapter 851, division 50) took effect on July 1, 2021. OSBN's APRN FAQ now gives a flat no to the question of Board approval for such placements, and OSBN's placement guidance spares advanced practice programs the yearly notice it still requires of out-of-state PN and RN schools.
Two OSBN conditions do still touch online programs. Faculty who teach while in Oregon hold active Oregon licenses, and before a school enrolls Oregonians it clears authorization through NC-SARA or Oregon's own higher education commission. Clarkson has not said which factors produce its answer. What binds you is the workbook, plus the catalog's warning that certain state boards' rules leave Clarkson graduate preceptorships and placements unauthorized.
Portland, Salem, Eugene and Bend
Census estimates place just under two million people on the Oregon side of greater Portland, with Salem at roughly 446,000, Eugene-Springfield at 382,000 and Bend at 266,000. Nurses there move among Providence's Oregon hospitals, the academic center OHSU, Legacy Health, Kaiser Permanente (whose Northwest region crosses into southwest Washington) and Samaritan Health Services. AANP classes Oregon as a full practice state.
The Portland metro straddles the Columbia, and the Washington side reads Meets in Clarkson's workbook. A Clarkson student who lives in Vancouver or elsewhere in southwest Washington searches for a Washington site with a Washington-licensed preceptor, even when the day job is in Portland. Idaho and California, the other Meets neighbors, each have a guide: Washington, Idaho, California.
Licensing on both sides of the Columbia
The Nurse Licensure Compact has never included Oregon, and nothing in the legislative pipeline would add it, so caring for Oregon patients as an RN takes an Oregon license whatever multistate credential a nurse holds. Oregon has not adopted the APRN Compact.
For a Clarkson student in Washington, the situation runs the other way. Washington began implementing the compact on Jan. 31, 2024, and a Washington clinical calls for an RN license valid in Washington plus a preceptor licensed there. Oregon's Board says out-of-state NP programs need no approval. Why is Oregon still off limits for Clarkson students?
The Board's rule and Clarkson's determination measure different things. OSBN dropped its approval requirement in 2021, but Clarkson's 2026-27 workbook marks Oregon Does Not Meet for Graduate Nursing, and its catalog cautions that rules in some states block Clarkson's graduate placements. Clarkson's answer governs your clinicals; your program director can explain the reasoning.
I live in Vancouver, Washington and work in Portland. Where do my clinical hours go?
Washington. Clarkson's workbook reads Meets for Washington and Does Not Meet for Oregon, and the preceptor's license has to be issued by the state hosting the hours. A Washington clinic or hospital keeps the plan clean, and a Portland employer's units stay out of your Clarkson log.
Would an Oregon RN license open anything up with Clarkson?
Not under the current workbook. Oregon's license is required for any RN practice in Oregon, because the state is outside the compact, but Clarkson clinicals belong in a Meets state, and the license you need is one valid wherever that clinical happens. If Oregon is your permanent address, the first step is a program director conversation, not a license application.
Has Oregon always been Does Not Meet at Clarkson?
For as long as the research can see. Every catalog from 2018-19 to 2023-24 put Oregon on its exclusion list; neither the October 2024 nor the October 2025 disclosure changed its row; and the 2026-27 workbook repeats Does Not Meet for graduate study, nurse anesthesia and RN to BSN alike.
